Counts are placed containers that can hold it, not drop chances. Loose loot on the ground is not placed in the game files; the Loose loot density layer on the map is a hint only.

11 loot tables can yield this item. Possible, not probable: the game files say what a table may contain, not how often. “Rule weight” is how likely the table is to pick the rule that holds this item, not the chance that it drops. Some rules pick from a whole category that includes this item.

Loose loot on the ground

Loose loot has no placed position in the game files. Tier 1 to 4 is the community’s name for the A0 to A3 code the game gives the area; the files name no tiers.
